Normalization Rule
Where batteries, launchers, missiles, radars, and support packages cannot be cleanly normalized, the tracker keeps those fields qualitative instead of forcing fake unit precision.
Change-Log Rule
Do not add rumor, commentary, or undated backlog talk. Add one row per material public signal and keep a visible source trail on each line.
